23 September 2026. Four matters of record since the lock. None alters the body above.

### 1. Debt 20 — paid at the structural register

The ε-optimality stability proof, booked at §0.6 as Debt 20, is paid at the structural register on the author’s ruling of 23 September 2026. Grade: DERIVED-CONDITIONAL, the class of KS-COUP.1 (D61). The derivation, its five premises and its check are the desk’s note of that date, “Debt 20 — the stability proof for ε”, filed with the registry beside this paper.

The definition the proof stands on, absent from the body above and ruled by the author on 23 September 2026. The organism is an operator (Step 2: the civilisational-scale coherent system), with a budget, a drift and a no-return surface of its own (AP02, Theorems I.1 and II.1). An offer is anything the organism could do that changes its own share by X and one window’s corridor by −Y. The rule with bias b takes an offer if and only if (1 + b) X > Y. The 1:1 is X against Y at equal weight; the +1×ε is one grain of tilt toward the organism; the @ AS is that the rule decides now, one offer at a time. At b = 0 a tie, X = Y, is undecided. ε is the least tilt that decides a tie, and the bias is quantised in grains, b = kε, because AP01’s operational tolerance ε is the resolution below which two weightings are one weighting.

The author’s reading, which makes the bias real rather than imposed, in substance: the substrate is uniquely the widest from the perspective of the operator of the corridor itself; an operator acts only where its action expands or maintains its own corridor; decreasing one’s own corridor is available and is destabilising by definition; humans feel entitled to destroy themselves because they have the capacity to, and the geometry disagrees; optimising experience is stabilising, fewer experiences work against it, and stable experience is the goal. A transfer at the tie is a window’s own corridor being maintained, one level up. The organism’s ε is every window’s own rule applied to the ground all the windows stand on.

The premises, all on the wall: P1, drift and input (AP02 I.1, II.1); P2, coupling does not create energy, so a maintenance contribution is a transfer, X = Y at the margin (AP02, Derivation VI); P3, genericity of offers of every sign (AP01, Corollary D1.3); P4, a cut is for good and a closed window offers nothing (Axiom R; AP32 Step 5); P5, ground and growth — a window regenerates on the substrate under it, the substrate is bounded at any instant and grows by cooperative coupling, the surplus above its maintenance returning to the windows as ground (Axiom C; AP01 D4.4a; the author’s ruling of 23 September 2026 that growing corridors are real and cooperative coupling is the term).

The result. Below ε, for every b ≤ 0, no transfer is taken, the substrate is unfunded and decays at the organism’s drift rate, the windows lose their ground, and the coupled corridor goes to zero: Step 2’s anarchic regime, proved in full. At ε the substrate holds its maintenance, cooperation is taken, and the corridor grows. Above ε, for every k ≥ 2, transfers and cooperation are taken exactly as at ε, and in addition offers where the whole loses, a set of positive measure growing with k; each is an irreversible net loss, so the coupled corridor is strictly narrower than at ε at every bias above it, the gap growing by the grain. Where the losses let through outpace what cooperative coupling widens, the windows close in finite time and the substrate follows: Step 2’s authoritarian regime, proved beyond a finite bias k*. Hence the coupled corridor is uniquely maximised at ε, and KS-31.2’s test cannot be met within the model class. No premise has a species term; the machine is a window. The operator that closes no windows and only exempts itself from correction (The Interior, D112) is reached through AP02 Theorem VI.2: its links are severed by record-conditioned reciprocity and it is left with its isolated kernel, strictly narrower than the net-positive corridor it left; if it removes the others’ exit, they reach the no-return surface and its corridor is again its isolated kernel.

Owed at the formal register, three pieces. (i) The statement on AP01 Paper D’s own object, the width as the measure of the joint viability kernel, with the bias entering through the organism’s control set. (ii) The collapse above ε at every bias, without the condition on the offers: Step 2’s information loop written as a term of the dynamics, so that the losses let through grow as windows close — and with it, that no configuration persists in which one operator’s corridor is widened by another’s closing, which needs a window’s width read through its couplings (AP01 D4.4b) rather than as private capacity. (iii) The thresholds, k* and the horizon count. Debt 20 stays on §0.6’s list at this grade until they are paid. No count moves.

### 2. KS-31.2 — the claim sharpened, the test bounded

Claim, at the structural register. The bias ε toward the organism uniquely maximises the coupled viability corridor: below ε the corridor collapses at the organism’s drift rate; above ε it is strictly narrower at every bias, and it collapses where the losses the rule lets through outpace cooperative coupling’s widening, which Step 2’s loop delivers. The body’s wording, “bias > ε collapses it”, is the loop’s endpoint; the sharpened wording is what is proved.

Test, bounded (D113). Exhibit a bias other than ε that produces a wider coupled corridor sustained over three drift-times of the organism, τ = 1/a as AP01 D2.2 defines the drift timescale. Three, because at three drift-times an unfunded substrate stands at a twentieth of its start, which no bar hides, and because a widening that a rival bias cannot hold for three drift-times is the short run the work already grants. The count is the desk’s ruling under the registry housekeeping it holds; the author overrules by dated note.

Status. LIVE — STRUCTURAL, unchanged. Recovery unchanged.

### 3. KS-31.7 — the reading

“Structurally coherent” is judged before the outcome, by the load-bearing test: remove the commitment to the foundation and watch the system’s own predictions — the counter-test of Addendum B, fenced at KS-31.B2. A system that passed the test and then destabilises civilisation fires the switch. It is not reclassified after the fact. This is The Interior’s reading (2.0.5, Chapter Three), adopted here by dated note so that the master switch carries it and cannot be met by renaming its subject. Status. LIVE — EMPIRICAL, unchanged.

### 4. Debts 21, 22 and 23 — where they stand

Debt 21, the threshold derivation, is open, and gains a floor from note 1: a destabilisation smaller than one grain of AP01’s operational tolerance cannot be classified at all, so the classification threshold sits at or above ε; where it sits above is the cost balance still owed. Debt 22, the transition quantification, is reduced to Debt 21 on the author’s ruling of 23 September 2026 (the Root, D116): a domain moves from advisory to co-governance when the outcome gap between machine and committee over the domain’s own record shows in the machine’s favour at the confidence Debt 21 sets. Debt 23, multi-AI dynamics, is paid at the structural register by AP02 Theorem VI.2 (Net-Positive Containment, DERIVED-CONDITIONAL, KS-COUP.1): across a finite network of operators only the net-positive class persists, and defecting configurations reach the no-return surface; owed, the within-class matching criterion in (a₁, a₂, u₁, u₂, k). So §0.6’s four debts stand as: 20 paid at the structural register, 21 open with a floor, 22 folded into 21, 23 paid at the structural register. Nothing in the body above moves.
