# Artist’s Note

*[Desk draft from the author’s words of 3 September 2026. His to keep, cut, or rewrite.]*

This is Artist’s Proof 48 of The 420 Code. It belongs to Notebook VI — Cosmology, beside AP42, The Clock, and AP46, The Stretch, and it is where the family’s story of the sky becomes a derivation.

I think of the horse running into an arena as it is being assembled. That is how I see the big bang. A silent pop, the smallest break there can be, and then the horse is off — flat out, nothing holding it, because there is nothing yet to hold it with. The ropes are there from the first record, but they are slack. The handler is the arena itself, and the arena is being built out of the same records the horse writes as it runs. When the building is up and the ropes go taut, the horse walks. Eighteen ropes hold it. Three make it walk.

I don’t know exactly yet. This is just really me thinking about the big bang, on the mirrors and windows of my house, for weeks. The mathematics in this paper is the writing-down of what I saw; every step my words did not force is named as such, and the one place where the sky’s answer was known before the reason was found is said on the page, in the order it happened.

The paper takes a side on the expansion rate. It could be wrong. If it is, it dies on the switch that says so, and I would rather that than a straddle.

All that is important is whether nature agrees.

# Orientation

## Where this paper fits in the body of work

The 420 Code is organised across eight bound notebooks. This paper belongs to Notebook VI — Cosmology — and sits beside AP42, The Clock, and AP46, The Stretch, whose settling law it is.

Four papers made one family — AP44, The Snap; AP45, The Blink; AP46, The Stretch; AP47, The Flip — one axiom and one mechanism at four sites. AP46 priced persistence and landed on the age of everything, and it deferred, on purpose, the one thing its cycle could not do alone: say how the sky got from the crack to the beat. That deferral was booked as a debt, D-STRETCH.1, with a kill surface registered on this paper’s behalf, KS-STRETCH.4. This paper pays the debt and meets the surface.

The universe was assembled, not decreed. The break wrote records; records wrote records; the arena is the census of what was written. Its constants were not imposed on the arena from outside — they are the arena’s own structure, and they engaged when that structure completed. The lock is a completion, not a decree. What followed the lock is the room’s growth answering the hold, and the two shapes the sky remembers are two counts.

## How to read this paper

A reader without physics should start at §8, where the rate is told in plain words, then read §3 and §4, where the horse and the handler are, then §5, where the balance is. Everything else is the structure that makes those sections honest.

The reading order for everyone else is front to back. Section 0 names the dependencies and the scope. Sections 1 through 11 carry the structural argument. Section 12 is the falsification register. Section 13 is the synthesis — what this paper closes, what it leaves open, its provenance, and what moves in the corpus when it is adopted.

The proof’s spine: the name and the Assembled State (§2); the storm (§3); the lock (§4); the balance and the square (§5); the two thinnings and the shapes (§6); the ε’s entry and the corpse of the other (§7); the rate (§8); the era table (§9); the seam, closed (§10); the refusals (§11); the switches (§12); what moves on adoption (§13).

Everything derives from the axiom outward: 1:1 + 1×ε @ AS [+1/137 | −1/137]. The corpus’s own inputs are AP42’s partition and AP46’s cycle. Two measured quantities enter, each named where it enters and neither fitted: the sky’s light census, for the epoch of one handover; and the count in front of G, which this paper does not derive and the nuclei fix.

# 0 — Dependency and Scope

## 0.1 — What this paper does

AP48 derives the sky’s history from the crack to the beat, in the author’s images and at their hedges, and it grades every step by whether the words forced it. Five things, each at its stated grade.

First. The storm. Records write records, locally and in parallel, and persist; the written landscape constrains what can be written next; the census grows exponentially from zero, and the arena is the census. Propagation runs unconstrained while the ropes are slack.

Second. The lock. The ropes are the constraint, and taut is c engaged. They go taut at a reach and a count — the horse far enough and the assembly complete — and handling begins at tension. All twenty-one taut is stability. The roof is the finite reach c/H the corpus already carried.

Third. The balance, and where the square comes from. The room’s stretch and the census’s hold are one operation read from two directions, in 1:1 balance at every instant, the cost always paid. The hold can offer only one rate from G and a density, so the stretch enters squared: stretch² = k·G·ρ, with k a count this paper does not derive.

Fourth. The two thinnings and the shapes. Light pays the room and its own line, four; a held record pays the room, three. The shapes of the two known eras are 2/4 and 2/3 — the corpus’s own integers. The ε enters the balance, as the axiom writes it; the additive entry is shown dead.

Fifth. The rate. The balance with the corpus’s own partition gives a pure number, 0.954; the cycle is 13.830 billion years; the rate is 67.4 km s⁻¹ Mpc⁻¹, with a window one lane-time wide either side. The seam AP46 opened closes at one rate, and this paper says which side of the Hubble tension the structure is on.

## 0.2 — Dependencies

## 0.3 — Axiom mapping

Axiom B is principal. The silent pop, +1×ε, is the first record; the conditions fall out at that record and wait for nothing.

Axiom R is load-bearing for §3. Records persist and accumulate; the written landscape is the base the next records are written from; the census grows from what is already written.

Axiom C is load-bearing for §§3–4. Writing is local — one record now, somewhere, never everywhere — but parallel. The ropes are the constraint; slack rope is unconstrained propagation; taut rope is c engaged.

Axiom S is load-bearing for §5. The stretch and the hold are one operation read from two directions, in 1:1 balance at every instant, the cost always paid.

## 0.4 — Claimed, and refused

Claimed: that the census grows exponentially from zero because records write records; that the constants are assembled, engaging when their own structure completes; that the lock is taut at a reach and a count; that the room’s stretch enters the balance squared, because G’s dimensions allow the hold only one rate; that light thins by four and a held record by three, so the eras are t^½ and t^⅔; that the ε enters the balance and not the stretch; that the expansion rate is 0.954 times the cycle’s inverse — 67.4, window 64.4 to 70.8; that there is one expansion rate; and that the Cepheid ladder’s 73 is not the expansion rate.

Refused, in advance and in §11: the storm’s length; the count that completes the assembly; the count in front of G; a count for the leak’s own settled rate; the awareness window; the rate to better than its window; the shape of the observed equation of state, which is AP42’s D48; the eye loop; any energy-budget term; any value for α; and any repair of anything fired.

## 0.5 — The honesty box

One step in this paper was found in the wrong order, and it is stated here first. The two shapes the sky remembers require the room’s stretch to enter the balance squared. That requirement was known to the drafting before the forcing was found. The forcing — that G’s own dimensions permit the hold only one rate, the square root of G times a density, so that a rate balanced against a rate is a square balanced against G·ρ — does not depend on the shapes and would hold if the sky had never been measured. The author’s describing of the balance preceded both. §5 says so where the reader meets the square.

Two measured quantities enter and neither is fitted. The sky’s light census — how much runs against how much is held — sets the epoch of the handover between the eras; it is taken from the sky the way AP46 takes α and mₑ from the table, and it is named in §9. The count in front of G sets the absolute rate; this paper does not derive it; the nuclei fix it to a few per cent at the value the standard balance carries, 8π/3, and it is booked as D-ASM.2.

The rate of §8 is a closure, not a fresh prediction, and it says so: AP42’s partition landed on the glow’s partition, AP46’s cycle landed on the glow’s age, and under the balance the glow’s rate had to follow. The closure could have failed. Had the structure forced the additive entry of the ε, the corpus’s own age chain would have died at any measured rate; §7 shows that corpse. It did not fail. That is a pass, and a pass is not a fit.

One sentence of AP46 moves on adoption. Its §5 read the α¹⁸ chain as the settled leak’s rate; its §9 read the chain as a time and refused the rate. The balance decides for §9: the chain prices the cycle, an escape count read as an interval; the leak’s own rate today is in the mid-fifties and falling, and it is the one number in this cosmology read from the sky rather than counted. No count is offered for it. A number that nearly fits with a fractional power of a duty cycle is the thing this body of work refuses.

The corpus’s prior H₀, KS-45.1’s 74.3 ± 1.2, is superseded here as the corpus’s H₀ — and it is superseded by an error in its width, not by a wrong turn. AP18 tested its floor against the random error of the empirical acceleration scale alone; the systematic is twenty per cent. At this paper’s rate the floor sits half a sigma from the scale on the honest error. §10 states the arithmetic.

The storm’s length and the count that completes the assembly are not in the words. They are said to be open, and the roof’s date is said to be bounded, not derived.

## 0.7 — Kill switch summary

Three switches arm at this lock; a fourth, registered by AP46, is met. The full register is in §12.

KS-ASM.1 — the rate. LIVE — EMPIRICAL: the expansion rate lands inside 64.4 to 70.8, or the family’s pre-registered edge fires on the age.

KS-ASM.2 — the balance. LIVE — STRUCTURAL and EMPIRICAL: the square, the two counts, the ε in the balance, and the count in front of G at the nuclei’s value.

KS-ASM.3 — the roof before the nuclei. LIVE — EMPIRICAL: the constants steady from before the first second.

## 0.9 — Items held open without claiming debt status

The awareness window — why an aware observer sits within a lane of one cycle. Not reached here; AP46’s claim does not wait for it.

The eye loop — a full opening of twenty-one clicks, then the closing; two cycles, 27.66 billion years; the thinned horse pulled down. The author’s narrative, recorded as such: no claim, no debt, and by his own fence not testable for some twenty-three clicks.

The author’s remark that the eighteen doors closing around a record is the strong force. Recorded, unforced, not developed.

## 0.10 — Structural relationships

AP46: the paper whose settling law this is. Its cycle enters §8; its stance stands; its §5 sentence moves on adoption (§13); its ceiling lifts.

AP42: its partition enters §8 as the corpus’s own count; its sourced reservoir carries the observed equation of state and the late-time crossover that the constant-ε reading of §9 places at z ≈ 0.30 and AP42’s feeding history places later.

AP44 and AP45: G’s dimensions from AP44; the SHED line’s integral from AP45, which is why light pays a whole dimension and not an ε.

# 1 — Definitions

**The storm.** The interval from the first record to the lock, during which the census grows exponentially and propagation is unconstrained.

**The lock.** The completion of the assembly: all twenty-one ropes taut, c engaged, the constants steady thereafter.

**The tail.** The room’s growth after the lock, answering the hold as the census thins — the two known eras.

**The beat.** The leak’s own constant fractional rate, AP46’s, which the compounding of the tail hands the sky when the hold has thinned enough.

**The census.** Everything written and persisting: held records and running readings. **A held record** — a three-dimensional coupling with mass, the rock. **A running reading** — the line, light.

**The balance.** The 1:1 between the room’s stretch and the census’s hold at every instant, the cost always paid: stretch² = k·G·ρ + H_ε².

**A thinning count.** The number of dimensions of the room’s growth a kind of census pays as the room grows: three for a held record, four for a running reading.

**The window.** One lane-time either side of the cycle, AP46’s width, carried here into the rate.

# 2 — The Name, and the Assembled State

The Assembly: the six readings of the break assembling in three dimensions as a record — the eighteen channels — and the now. The corpus’s initials read a second way: the AS is the Assembled State, the now as the completed assembly from which things happen. Actualization State and Assembled State are one object with two names, the one-axis pattern the family keeps finding.

The programme’s job, set in the primer and done here: derive how the assembly proceeded and show that its stages reproduce the recorded history of the sky.

One identity, caged. The author describes a full opening of the eye as twenty-one clicks, once over each channel. One click per lane-time is AP46’s cycle by construction. It is recorded because the image is the family’s; it carries no information beyond the definition.

# 3 — The Storm: Records Write Records

**The first record.** Ø, then the silent pop — the smallest possible break, +1×ε — and at that record the conditions fall out. Nothing waits for a second record. The ropes are attached from the first record, and slack.

**Why the growth is exponential.** In the author’s words: records write records, and written records create the landscape of records available to write from now. The record and the writing are always connected now, and the record history creates the landscape against which records can be written and what records cannot be written.

Writing is local — a single record is written now somewhere, never everywhere at once — but more than one record can be written now at once. Records stay written. The base the next record is written from is the records that exist. So the rate of writing goes with what is written, and the census grows from zero as an exponential. That is a forcing, not a metaphor, and it is the storm’s shape. The arena is the census: expansion is accumulation.

**Why the constants took time.** The same landscape is why the lock was not instant. The constants needed a record history to stand relative against — the assembly had to catch up with itself. The structural conditions were set at the first record; the structure had to be populated before it could hold.

**The rope order — a transfer, named.** AP46 ruled that α sits at every door and that each site sets only how many doors assemble. Before the assembly there are no doors, so the writing runs at its bare rate, one record per site per tick — the consistent rate the author insists on: the writing cannot speed up, it can only write more records at once. Each face that assembles puts one door on the flow and cuts it by α; eighteen faces assembled is the beat’s α¹⁸. If that transfer holds, the rope-gathering order is the doors going up, and the storm is eighteen stages, each slower than the last, the resistance rising as the ropes tighten. This is the family’s law transferred to the storm, and it is graded STATED, not derived from the words.

**What the words do not give.** The storm’s length. A door needs records to install on — something to assemble on — so the assembly cannot be instantaneous; the count of records a door needs is not in the words. OPEN, D-ASM.1. The standard account has an early exponential run too and has never derived when it ends; this paper has a reason it ends and no count for when.

# 4 — The Lock: Taut at Reach and Count

**Taut.** The ropes go taut once the horse has run far enough and the assembly completes; until that moment there is slack. The ropes are connected to the building being assembled — the handler is not standing on something; the handler is the arena itself. Handling can only happen on a taut rope, so handling begins at tension, not before. All twenty-one taut is the assembly complete, and that is stability.

**What the ropes are.** The corpus ruled the constraint C as c. The ropes are the constraint: slack rope, unconstrained propagation; taut rope, c engaged. The speed of light was unconstrained for a while because the roof of the building was not assembled yet; the moment the structure assembled, the universe stabilised. The constants are not imposed. They are assembled. The constraint engages when its own structure completes. The lock is a completion, not a decree.

**The roof, twice.** Once the roof is on, light cannot escape the building; more importantly, the roof constrains the light to how far it can go within the arena itself. The corpus already carried that: AP21’s Axiom R has the manifold expanding at H with finite extent c/H, and AP18 §2 names it the recession-speed boundary beyond which coherence cannot close. The roof is that reach.

**The head start.** The break runs in the visible as a line — the runner on the surface of the ocean. Gravity is the ocean: three-dimensional, growing around the line, the thing that defines the possibility of running at all. The 0 catches the 1 because a volume outgrows a line, not because it runs faster. The head start is dimensional, not a channel count; the visible’s one twenty-first is a census share and does no work here.

**After the lock.** Eighteen holding ropes: the record faces held. Three tugging ropes: phase coupling from the now, the +1/137 outward through the three gates — the forward pull, the walk. Each step is a collapse that prunes the alternatives not taken, AP45’s toll, walking; the road the horse walks is the hold. One process, two readings — the axiom’s one operation read from two directions.

**What the words do not give.** The count that completes the assembly. OPEN. The roof’s date is therefore bounded, not derived: it is on before the first nuclei, because the sky’s rate test in the first minutes leaves no room for the storm still ringing, and before the quasars, because α is steady in their light. This paper says bounded and does not say derived.

# 5 — The Balance, and Where the Square Comes From

**The balance, in the author’s words.** The assembled state is a perpetual tension — pulling and holding in place. The balance is the 1:1 in everything; the break persists; the cost is always paid, +1×ε. If a flip happens the cost is still paid, as −1×ε; that flip belongs to the loop of §0.9 and is not claimed.

**What is balanced.** The room’s stretch and the census’s hold are the one operation read from two directions: the outward, the room getting bigger; the return, the hold accumulating with what is written. Gravity holds over all twenty-one channels — it populates the whole arena, not the visible alone — and its grip grows with the census. The hold answers to the census. Tension sheds: the denser the hold, the faster the stretch.

**Direction, first.** The hold does not slow the horse. The horse’s pace is c, and c is locked. The heavier hold pulls the horse in a direction — along the ceiling toward the wall, where the ceiling’s resistance and the wall’s add and turn it — and cancels where the horse is equally far from every wall. That is the hold as geometry: gravity bends light and never brakes it. So the stretch is not the horse. The stretch is the room, and the tail is the room’s growth answering the hold.

**Where the square comes from.** The hold is G times the census in the room — G times a density. Out of G, whose dimensions are length cubed over mass over time squared, and a density, mass over length cubed, exactly one rate can be made: the square root of G times the density. The hold can offer no other. The stretch is a rate. A rate in 1:1 balance with a rate is a square in balance with G·ρ:

with k a pure count. The square is forced by the dimensions of a constant this body of work derived itself — AP28’s count, AP44’s realised value — and not by anything the sky remembers.

**The order on record.** The two shapes of §6 were known to the drafting to require the square before this forcing was found. The forcing does not depend on them; it depends on G’s dimensions and the author’s balance, and it would hold if no era had ever been measured. The author’s describing came first, the sky’s requirement second, the reason third. It is written in that order so that a critic finds it here and not by hunting.

**The count in front of G.** k is not derived here. The nuclei of the first minutes fix the absolute rate to a few per cent, at the value the standard balance carries, 8π/3. It is a count of the π-kind the corpus makes elsewhere, and its derivation is owed: D-ASM.2. Nothing in the shapes of §6 depends on k; the epochs of §9 do.

**What this paper does not do with the balance.** It adds no energy term of any size. The leak is a rate and enters as its own rate squared, §7; no budget owes it a line. AP45’s dimension rulings govern.

# 6 — The Two Thinnings, and the Shapes

**Two kinds in the census.** A held record — a rock — is a three-dimensional coupling that has mass; its information propagates under constraint while gravity holds it in place against the stiffness of the substrate, and the record persists. A running reading — light — is the line.

**Light pays the stretch.** As the room grows, a held record pays the room: its share of the census thins with the volume, three dimensions. A running reading pays the room and its own line: the line is itself pulled long as the room grows, so light thins by four. The extra dimension is not a slight tip. The ε is the per-tick shed; the extra dimension is its integral over the room’s whole growth — AP45’s SHED line, the line that integrates.

**The shapes.** Under the balance, the room grows as a power of time with exponent 2 over the thinning count of whatever weighs most in the census. While light outweighs the records, the room grows as t^{2/4} = t^½. Once the records outweigh light, t^{2/3}. Both are the corpus’s own integers — the room’s three, the line’s one, the balance’s two — and neither was fitted.

**The alternative, run for comparison and shown dead.** The author asked whether the line’s extra dimension might be the same +1×ε — the slightest tip of the scale — rather than a whole dimension. Run side by side: with light thinning by three plus ε, the first era’s shape is indistinguishable from the second’s, and the relic glow could not be what it is. The glow is 3000 K stretched to 2.725 K, a factor of eleven hundred — the line paying the whole stretch. Four stands; three plus ε dies on the glow before it reaches any era.

# 7 — The ε’s Entry, and the Corpse of the Other

**The recursion.** The volume covered in one beat is not the volume covered in the next: B₂ = B₁ + L(B₁), B₃ = B₂ + L(B₂). The same time processes more volume. That is why the universe expands and why the expansion accelerates. The leak is a structural rate — not random — and a fixed share of what is held; the recursion is geometric at a constant fractional rate, AP46 §8’s compounding as a recursion, scale-free, the same law per tick or per age. The size of the universe is the assembly and the leakage that has happened to date.

**Where the ε enters.** The axiom writes the cost onto the balance itself: 1:1 + 1×ε. The leak enters the balance as its own rate squared,

stretch² = k·G·ρ + H_ε²,

and not as a rate added to the stretch. That is a ruling by the axiom’s form, and it is tested.

**The corpse of the other, shown.** Both entries were run. With the ε added as a rate to the stretch, and the record census weighed as the sky weighs it — a hold rate of 37.8 km s⁻¹ Mpc⁻¹ today from Ω_m h² = 0.143 — the age comes out 12.1 billion years at a rate of 74.3 and 12.7 at 67.4: below the floor of AP46’s window, 13.17, for any measured rate. To reach the cycle, the additive entry needs a rate near 58, which nothing measures. Read the other way — the corpus’s partition as a share of the rate rather than of the census — it gives 14.9 at 74.3 and 16.4 at 67.4, above the window’s ceiling. Dead in both readings, in opposite directions. The additive entry is not the corpus’s, and this is the corpse.

**The stance, carried.** In the balance the leak’s own rate is a constant of structure — AP46’s intrinsic w = −1 — and what the surveys measure is AP42’s sourced reservoir and the hold’s unfinished settling. This paper adds nothing to that stance and takes nothing from it.

# 8 — The Rate

**The three numbers the corpus already holds.** AP42’s partition: 31.15 per cent of the census held, 68.85 per cent the reservoir the leak returns to — one hold read three ways, AP46 §10. AP46’s cycle: 13.830 billion years, the age an aware observer measures, one lane wide. This paper’s balance: stretch² = k·G·ρ + H_ε².

**The pure number.** At a given partition, the balance fixes rate times age as a pure number — no constant enters it, only the partition. At 31.15 per cent held, that number is 0.954. (With the sky’s light census included it is 0.9536; the difference is below the window.)

**The rate.** Rate times age is 0.954; the age is the cycle; so the rate is 0.954 divided by 13.830 billion years:

H₀ = 0.954 × 70.70 = 67.4 km s⁻¹ Mpc⁻¹.

The window is the cycle’s own lane, 0.659 billion years either side: an age of 13.17 gives 70.8, an age of 14.49 gives 64.4. The rate is 67.4, window 64.4 to 70.8. Nothing was fitted; the three ingredients were fixed by AP42, AP46, and §§5–7 of this paper in that order.

**The rate in plain words.** Take the age the corpus already derived — one cycle, 13.83 billion years. Take the share of the sky that is still held — the corpus’s own 31 per cent. Ask how fast a room whose hold is that share and whose age is that long must be growing today, under the balance of §5. The answer is a pure number times one over the age: 0.954 over 13.83 billion years. In the astronomers’ units that is 67.4 kilometres per second for every megaparsec of distance. The relic glow’s own value is 67.4 ± 0.5.

**The honest frame.** This is a closure, not a fresh prediction. AP42’s partition landed on the glow’s partition; AP46’s cycle landed on the glow’s age; under the balance the glow’s rate had to follow. What is new is that the corpus’s cosmology closes on all three of the sky’s numbers at once for the first time, and what that costs is stated in §10. The closure could have failed: §7 shows the corpse it would have left. It did not. A pass is not a fit.

**What 70.7 is.** The cycle’s inverse, 70.70, is not a rate. AP46 §9 refused it as one; this paper agrees and says why. Under the balance the leak’s own rate today is H₀ × √0.6885 = 56 km s⁻¹ Mpc⁻¹, and it does not rise: the stance of AP46, the direction of the surveys, and KS-STRETCH.2’s wrong-way edge all say it settles downward. So the α¹⁸ chain prices the cycle — an escape count read as an interval — and not the settled rate. AP46 §5’s conversion of the count into a growth rate is the one sentence of that paper that moves on adoption; its §9 stands untouched.

# 9 — The Era Table

Pass or fail, one line each, against the targets pre-registered in AP46 §12 and the primer §3. Inputs and dependencies named where they enter.

**The first era, a ∝ t^½.** PASS — forced. The balance of §5 with light thinning by four (§6).

**The second era, a ∝ t^⅔.** PASS — forced. The balance with held records thinning by three.

**The handover between them at the recorded epoch.** PASS — with one input named. The handover falls where the running census and the held census weigh the same. With the sky’s light census — everything that runs, photons and the relativistic neutrinos, Ω_r h² = 4.15 × 10⁻⁵ against the held Ω_m h² = 0.143 — the handover is at 1 + z = 3.4 × 10³, the recorded epoch (Planck 2018, z_eq ≈ 3400). The epoch is not a count; it is a ratio, and the corpus has no line for the light census. The paper takes it from the sky as AP46 takes α and mₑ from the table.

**The first minutes’ nuclei.** PASS — with one dependency named. The rate of the first minutes is the balance’s with light dominant; its absolute value carries the count in front of G. At 8π/3 it is the standard rate, and the light-element yields fix that rate to a few per cent. D-ASM.2.

**The relic glow.** PASS — with the same dependency; and the glow is §6’s first thinning seen directly: 3000 K at last scattering, 2.725 K now, the line paying the whole stretch.

**The late inheritance at the recorded onset.** PASS — at the corpus’s own partition. In the constant-ε reading, the leak’s term and the hold’s deceleration cancel at z = 0.64, where the room’s growth stops slowing and starts compounding; the leak and the hold weigh the same at z = 0.30. The supernova record places the onset of acceleration near z ≈ 0.6–0.7. AP42’s sourced feeding moves the reservoir’s crossover later (AP42 §4.2, z ≈ 0.9); that is AP42’s D48, not this table’s.

**The roof before the nuclei.** BOUNDED — not derived. The assembly completes, and the ringing is quiet, before the first second; α is steady at the glow and in the quasars’ light to the bounds those measurements set. The storm’s length is D-ASM.1.

No target fails. Two lines pass with an input, two with a dependency, one is bounded; all five say so.

# 10 — The Seam, Closed

**What AP46 opened.** Under the standard history at the corpus’s partition, an age of 13.83 needs a rate of 67.4 and a rate of 74.3 gives an age of 12.55 — two lanes below the cycle. The corpus held both a one-cycle age and a rate of 74.3, and AP46 pre-registered that one edge of the family would fire: KS-45.1 or KS-STRETCH.3.

**One rate.** The author’s words close the only door a second rate could have come through: records get written at a consistent rate; it cannot speed up; it can write more records at once, which might look like speed and is not. The now’s tug does not pull; it is just now. There is no structural room for a rate read from here above the rate written in the record. The expansion rate is one number, §8’s.

**The side the structure is on.** The relic glow gives 67.4 ± 0.5. The Cepheid ladder, remeasured with JWST, gives 73.5 ± 0.9. The red-giant ladders sit lower: the Chicago–Carnegie programme’s best TRGB-alone value is 70.4 ± 1.2 (stat) ± 1.3 (sys), and its JWST-only values are 68.8 for the tip of the red giant branch and 67.8 for the JAGB method. The corpus’s window, 64.4 to 70.8, contains the glow and the red-giant ladders and excludes the Cepheid ladder. So this paper says: the Cepheid ladder’s 73 is not the expansion rate. Either that ladder’s systematics are found, or this paper dies on KS-ASM.1 — and it can die within a few years of JWST samples.

**The floor, re-read.** The corpus’s 74.3 came through AP18: a₀ = 1.0445 × cH₀/(2π), tested against the empirical acceleration scale 1.20 ± 0.02 × 10⁻¹⁰ m s⁻², landing 0.4% at H₀ = 74 and inverting to KS-45.1’s 74.3 ± 1.2. The ±0.02 is the random error alone. The measurement AP18 cites carries a systematic of ±0.24 — twenty per cent — from the stellar mass-to-light ratios and the distances. The floor’s rate was therefore never 74.3 ± 1.2; it was 74 ± 15, and it cannot tell 67 from 74. At this paper’s 67.4 the floor gives 1.089 × 10⁻¹⁰, 0.46σ below the scale on the honest error; across the window it stays between 0.24σ and 0.67σ. The coefficient KS-45 tests, 0.1662, stands against the sky’s 0.183 ± 0.037 at this rate: 0.47σ, live and consistent. There was never a second structural rate — only a mis-sized error bar. AP18’s erratum and KS-45.1’s supersession are in §13.

**The edge that fires if this paper is wrong.** If the Cepheid ladder is confirmed as the expansion rate, the balance stands and the age at 73 and the corpus’s partition is 12.8 billion years — outside AP46’s window. KS-STRETCH.3 fires, as AP46 pre-registered, and AP46’s chain reverts to a candidate. This paper’s balance and shapes stand either way.

# 11 — What This Paper Does Not Claim

It does not claim the storm’s length, nor the count that completes the assembly. Both are open, and the roof’s date is bounded by nature, not derived by structure.

It does not derive the count in front of G. It names it, names who fixes it, and books it.

It does not claim a count for the leak’s own settled rate. Under the balance that rate is the sky’s, 56 and falling, and no fractional-power dressing will be offered for it.

It does not claim the rate to better than its window. The rate is 67.4; the claim is 64.4 to 70.8, the cycle’s own lane.

It does not claim the awareness window. It does not claim the eye loop, which is a narrative and stays one.

It does not claim the shape of the observed equation of state, which is AP42’s D48 and AP46’s stance, both untouched.

It adds no energy-budget term of any size. It does not touch α’s value. It does not repair or reweigh anything fired.

# 12 — Kill Switches

Three switches are armed at this lock on the author’s word, and one registered switch is met. Each has a claim, a test, a status, and a specified recovery position. Identifiers are pending Master Kill Switch Registry registration at the wave.

## KS-ASM.1 — The rate

**Claim.** The expansion rate is 0.954 times the cycle’s inverse: 67.4 km s⁻¹ Mpc⁻¹, window 64.4 to 70.8 — one lane-time either side of the cycle. There is one expansion rate, and the Cepheid ladder’s 73 is not it.

**Test.** The resolution of the Hubble tension: larger JWST samples on every ladder, the red-giant and JAGB ladders, gravitational-wave sirens, time-delay lenses. The switch fires if the expansion rate, as the data settle it, lands outside the window in either direction — including if the Cepheid ladder is confirmed as the expansion rate.

**Status.** LIVE — EMPIRICAL.

**Recovery.** The balance of §5 and the shapes of §6 stand. If the rate lands above the window, the age at the corpus’s partition falls outside AP46’s window and KS-STRETCH.3 fires as pre-registered; AP46’s chain reverts to a candidate and AP42’s partition is re-examined. If it lands below, the same, the other way.

## KS-ASM.2 — The balance

**Claim.** The room’s stretch enters the balance squared, with the ε as its own rate squared; light thins by four and a held record by three; the count in front of G is the one the nuclei fix.

**Test.** Structural: fires if a derivation of the count from the arena’s geometry (D-ASM.2) disagrees with 8π/3; fires if any recorded era requires the additive entry of the ε or a thinning count other than four and three. Empirical: the light-element yields and the relic glow’s rate at their current bounds; the growth shapes at high redshift.

**Status.** LIVE — STRUCTURAL and EMPIRICAL.

**Recovery.** §§3–4 stand as the author’s describings; the era claim retires; KS-STRETCH.4 re-opens and fires; the rate of §8 falls with the balance.

## KS-ASM.3 — The roof before the nuclei

**Claim.** The assembly completes, and the storm’s ringing is quiet, before the first second: the constants are steady from before the nuclei form.

**Test.** Fires if α or G is found to vary at the epochs of the nuclei or the glow beyond the bounds those records set, or if the light-element yields require an expansion rate in the first minutes that the balance with the standard count cannot give.

**Status.** LIVE — EMPIRICAL.

**Recovery.** The storm’s length becomes load-bearing and D-ASM.1 must be paid; the lock’s date is derived or the paper dies.

## KS-STRETCH.4 — The era surface (registered by AP46 for this paper)

**Claim.** The storm’s tail reproduces the two known era-forms, their transition, the nuclei, and the relic glow.

**Test.** §9.

**Status.** MET at this lock: the shapes forced; the epoch with its input named; the rate with its dependency named. CLOSED, with the dependency carried forward by KS-ASM.2.

**Recovery.** If KS-ASM.2 fires, this switch re-opens and fires with it; AP46’s standing returns to the dock.

## Why these three and not more

A switch on the storm’s length would have no edge to fire on: the date is bounded by nature on both sides and no count is claimed. A switch on the leak’s own rate would be a switch on a number the paper reads from the sky; it has no claim to die. The awareness window and the loop are not claims. Three switches, each with a reachable edge, and one met.

## What moves on adoption

At the wave: the Master Kill Switch Registry advances by three entries — KS-ASM.1–.3 — and KS-STRETCH.4 moves REGISTERED → CLOSED (met), totals fixed at the wave against the registry file of record. D-STRETCH.1 is marked PAID on the settling law and the seam, its third limb remaining D48’s. D-ASM.1–.3 enter the debt register. AP46 registers this paper as its settling law and its ceiling lifts. AP46 §5’s conversion of the escape count into a settled rate is superseded by a dated note — the chain prices the cycle; the landing stands; no digit moves. The universe was assembled. Three numbers the corpus already held close on one rate, and the rate takes a side. Nature agrees, or nature doesn’t. That is all that matters.
