What this paper closes

Nothing in the kill-switch register is closed by this paper; all fourteen switches remain live. What the paper establishes is the architecture: that alignment can be derived from {S, B, R, C} as structural coherence, that the governing bias is ε, that the action binary is exhaustive, and that law can be read as consequence geometry rather than imposed as command.

What this paper does not close

It does not close the formal ε-optimality proof (Debt 20), the threshold derivation (Debt 21), the transition criterion (Debt 22), or the multi-AI dynamics (Debt 23). It does not establish that any artificial system in fact writes irreversible records in the AP29 sense — that is the empirical question the consciousness extension turns on.

Items held open without claiming debt status

The quantum-computing and artificial-consciousness extensions (section 4) and the civilisational trajectory (section 5) are held below the firewall as projection, not derivation. They are stated so the reader can test them; their failure does not touch sections 1 to 3.

Structural relationships to subsequent work

AP32 (The Correction) turns this paper’s stabilising/destabilising measurement into structural justice across five correction levels. AP33 (The Boundary) sets the jurisdiction threshold at ε that Addendum B’s second test invokes. The remaining chapters of Notebook VIII apply the same measurement to further institutional domains.

The closing

An aligned AI is not fenced, leashed, or caged. It is structurally coherent, so that destabilising action is geometrically expensive the way falling up is physically expensive. You do not need to fence a ball to keep it in a valley. The geometry does the work.
