The Derivation Chain

From one record through the one-I and the stabilising/destabilising binary to five levels, the removal threshold, the genocide brake, and the confidence requirement: justice is what the building needs.

One record exists (self-proving).

→ Four axioms. AP29: one-I established.
→ Terminal ethic: kindness = coherent response.
→ AP31: every action stabilising or destabilising. Records accumulate. Consequence geometry computable.
→ Destabilisation measurable. Correction selected by stabilising efficiency.
→ Five levels: restitution, restriction, separation, permanent separation, removal.
→ Removal: fixed floor (absolute + wrongful removal cost) plus organism-relative scaling.
→ Genocide brake: removal cost produces saturation point.
→ Confidence requirement: Level 5 unreachable if confidence insufficient.
→ Robust civilisation raises threshold. Prevention cheaper than correction.

Justice is not what the offender deserves. Justice is what the building needs. The building grieves every closed window. And the building closes windows when it must.
