What This Establishes and What Remains Open

9.1 — What this paper closes

It establishes the structural mechanism of cosmic structure formation without cold dark matter. The vacuum is under global tension (section 3, from Axiom S and AP06). Energy is proportional to the record measure (the Lemma) and therefore to field-line length (Proposition 1). The minimum-length network connecting distributed matter is a branching tree of shared corridors (Proposition 2). Gas flows along the corridors, pools at the nodes, and the nodes fold into direct vacuums that anchor the galaxies. The qualitative picture follows from the axioms.

9.2 — What this paper does not close

It does not provide a quantitative fit to the CMB temperature power spectrum — ΛCDM fits the acoustic peaks with six parameters to extraordinary precision, and the tension field must either reproduce that fit or explain the discrepancy; this is the hardest test. It does not provide a quantitative matter power spectrum P(k) or baryon-acoustic-oscillation predictions. These are not structural gaps — they are computational debts (D1). The confrontation with precision data requires solving the linearised perturbation equations with the a₀ floor and computing the resulting power spectra. KS-41 remains live until that confrontation is complete. Honest assessment: this is where MOND-type alternatives have historically struggled. The argument must do better.

9.3 — Items held open without claiming debt status

The two-dimensional structures of the web (sheets and walls) arise from the continuous-distribution limit and are not addressed; the Steiner-tree result captures only the dominant one-dimensional structure. The a₀ numerical value and its residual are inherited from AP18 (KS-39), not re-opened here.

9.4 — Where the philosophical-register implementations live

The expository-register companion for the body of work’s position that dark matter is a structural process rather than a particle species lives in Ø Predictions — its dark-sector chapters, the MOND acceleration scale, and the dark-sector partition. AP21 is the formal-register origin of the structure-formation mechanism that position rests on. A dedicated expository twin of this specific mechanism (the tension-field Steiner-tree account) is not separately written; this is recorded honestly rather than filled with a manufactured citation.

9.5 — Structural relationships to subsequent work

Within Notebook VI, AP41 (The Loop), AP42 (The Clock), and AP04 (The Loop Hypothesis) carry the cosmological 1×ε expansion and the dark-sector partition. The web AP21 builds and the expansion those papers carry are the same global tension read at two different questions: how the structure forms, and how the whole loop runs.

9.6 — The 420 Code placement

AP21 is a chapter of Notebook VI (Cosmology), downstream of the tension-field chain (AP06 → AP17 → AP18). It is the structure-formation paper of the cosmology sector.

9.7 — How the 420 Code reads now

With AP17, AP18, and AP21 in place, the body of work carries a complete structural account of galactic and cosmic structure from the tension field of ε: the floor that flattens rotation curves, the scale that floor sits at, and the web that floor builds — each derived from {S, B, R, C}, each fenced by its own kill switch, with the quantitative confrontation named as the standing debt.

9.8 — The closing

The vacuum is the tension field. The covering around the ball.

The tension bundles into filaments to minimise stretching energy — because energy is proportional to the record measure (the Lemma), and therefore proportional to field-line length (Proposition 1), and the minimum-length network connecting distributed matter is a branching tree of shared corridors, not N independent lines (Proposition 2).

Gas flows along the filaments, pooling at the nodes. The nodes collapse into direct vacuums — primordial supermassive black holes. The direct vacuums anchor the local tension, seeding the galaxies. No invisible particles are required. Structure forms because the field lines must close.

You have stood in a cathedral and felt the architecture hold the space together. The cosmic web is that — not built by invisible scaffolding poured in from outside, but held together by the structure of the space itself.

But the quantitative match to precision cosmological data is not yet demonstrated. The structural argument is sound. The computational confrontation is owed. KS-41 remains live until the debt is paid.
